THE ORGANIZATION AND QUALITY OF NURSERY SCHOOL EDUCATION IN NIGERIA  (A CASE STUDY OF EVERLASTING JOY NURSERY AND PRIMARY SCHOOL NURSERY AND PRIMARY SCHOOL, SANGO – OTA,  OGUN STATE)

ABSTRACT

The purpose of this study was to investigate the organization and quality of primary and nursery school education in nigeria using Ogun state as a case study. Three null hypotheses were postulated for the study. A total of one hundred (100) participants from five secondary schools in Ogun state. The instrument used was Likert formal structure questionnaire; a chi-square statistical tool was used to test the stated hypotheses at 0.05 alpha levels. All the three hypotheses were reflected based on the fact the selected variables significantly influenced of leadership status on the management  and administration of school primary education sequel to the findings of the study, recommendations were made on how there should be continuous training and restraining of all educational managers administrator, policy-makers and implementers inform of workshops conferences and seminars.

Introduction

Background of the Study

The invaluable roles and contributions of primary education in the development of an individual and the society cannot be over emphasized. Many countries including Nigeria, take primary education as an instrument for the promotion of national development as well as effecting desirable social change (NPE, 2004).

This perhaps, might be responsible for the continuous growing concern of all stakeholders in primary education industry on changes that are likely to affect it as well as the implications such changes will have on the management and administration of education. There is therefore, the urgent need to really look into the future of our nations primary education vis-a-vis the challenges ahead with a view to achieving effectiveness, quality and relevance in the entire systems attempt shall be made to define the two concepts of management and administration with a view to bringing out the distinctions between them, Adepoju (2002) observed that even though the two concepts have been used interchangeably, however there are several distinction between them; one of which is the fact that management is wider in scope than administration in other words, management implies a process of which administration is an aspect of such process. Resser in Babarinde (2001) opines that management is the utilization of physical and human resources through cooperative efforts and it is accomplished by performing the function of planning, organizing, staffing directing and controlling on the other hand. Peretomode (2001) views administration as concerned with the performance of executive duties, the carrying out of policies and decisions to fulfil a purpose, and the controlling of the day-to-day running of an organization. It is also the careful and systematic arrangement and use of resources (Human and material), situations and opportunities for the achievement of the specified objectives of a given organization (Nwankwo, 2004). Administration is a sub-set of management.

Gang, Udo and Akpa citing Nwankwo (2001) assert that the administration and management of primary education in Nigeria, reflects the earlier impact of the various agencies such as the missionaries, British Colonial Government and Nigeria herself. Each of these agencies left foot prints that have adversely guided the educational administration, management and supervision in Nigeria.

Administration and management of education in the 21st century has actively experience a laudable and historic landmark as Nigerian took complete control of their destiny in education. Indeed there are numerous positive landmarks in education in Nigeria presently. In other words, Nigeria has accomplished more in education than during the previous one hundred years of British Colonial Administration management was greeted with several heights such as issues bordering on national education policies, primary education (UBE) tertiary education as well as the institutional framework for regulating education.

Successive governments in both state and federal have continues to allocate over 30% of their budget to education.

Inspite of this laudable effort of successive state and federal governments in re-positioning Nigeria education on the world map, Nigerian educational system and its productivity in the 21st has continued to suffer some set back; as a result of misconceived and misdirected social values and corruption.

 

Statement of the problem

Primary Education can be described as an instrument par excellence for ensuring National Development. This can only be achieved through effective management and administration.

The provision of management and administration of primary education system is the responsibility of government at all levels (Local, State and Federal Governments). In the past few years, there have been myriads of administrative problems confronting the primary education system in Nigeria. The system has not only witnessed delayed facilities and infrastructures, poor funding, poor quality product, low morale of teachers, incessant crisis, and inadequate research but also that the government of Nigeria have been saddled with too many responsibilities; it does not seem to be able or willing to provide solution for solving these problems. These problems have become a recurring demand in the history of Nigeria primary education. For many years, budgets of education have been under enormous pressure as a result of declining budget allocation and increase in enrolment and shortfalls from Nigerian universities commission funds. The effect of this on education management is better imagined. In-spite of the efforts of different donor countries in providing assistance for primary education, the system still lacks the necessary fund and materials to implement the various programmes. The situation has become worst due to current global financial crisis which has impacted on the Nigeria economy.

Against this backdrop, the researcher south to investigate the extent to which school, primary education system has been effectively managed.

Research Questions

The following research questions were stated:

  1. Is there any influence of leadership status on the management and administration of school primary education.
  2. Does the level of management and administration of school primary education system depend on funding.
  3. Will management and administration of school primary education system of high standard

Hypotheses

The following hypotheses were stated as follows:

  1. There is no significant influence of leadership status on the management and administration of school primary education
  2. The level of management and administration of school primary education system does not significantly depend on funding.
  3. The management and administration of school primary education system is not significantly of high standard.

Delimitation of the study

The following were delimited to this study:

  1. Descriptive survey design
  2. Five randomly selected primary schools in Ado-Odo Ota Local Government Area of Ogun State.
  3. One hundred Respondents
  4. Simple random sampling techniques
  5. 3 trained research assistants

Limitation of the study

The following limitations are envisaged:

  1. Some of the respondents left their schools before closing time but the researcher and her assistant visit them in another time
  2. Any other limitation that arose were taken care of

Significance of study

The result of the study investigate the extent to which school, primary education system has been effectively managed. It also aims at looking into the Quality of teaching and learning in Nursery and Primary Schools. The result of this study would be useful to school administrator and government, teachers in designing curriculum programme for the development of total education for the sensitized individual on the need of being good manager by engaging on the need of being good manager by engaging in qualitative administrative work in school. The contribution to the general body of knowledge in academic so as to keep abreast with the necessary knowledge and information on being good managers. This document would be found useful and hardly in directing government’s policy on managing the Nursery and Primary Schools which is long overdue in this country.

 

Definition of Terms

Management: This is the utilization of physical and human resources through cooperative efforts and it is accomplished by performing the function of planning, organizing, staff directing and controlling.

Administration: As concerned with the performance of executive duties, the carrying out of policies and decisions to fulfil a purpose, and the controlling of the day-to-day running of an organization. Administration is a sub-set of management.

Nursery & Primary Education: Education given to young children at their earlier stages of life

School: This represents the formal setting where individual are admitted for the purpose of getting education for a particular direction of time.
