CHAPTER ONE

INTRODUCTION

  • BACKGROUND OF THE STUDY

1.1.0        COMMUNICATION

Udeze (2011) quoting Flippo/Munsinge (2009); stated that the word communication comes from the word “communism“ which means “commune“, therefore communication is defined as the act of importing a common idea or understanding to another person .Also , Akpala(2009) relates communication to the exchange of facts, opinions or emotions by which two or more person shares meaning and understanding with one another. These can be done by work letter symbols messages, body languages etc.

 

However, Drucker (2010) pointed out that a project manager must be a good and effective communicator and must make his objectives known and effective by communicating them to his subordinates whose programmes whose programmes is required to attain them.

 

Communication is generally referred to as the driving force in any economic activities undertaken towards achieving economical development anywhere in the world. Therefore communication must be effective and prompt to achieve projects goals and objectives.

 

EFFECTIVE COMMUNICATION

This entails much more than communication, its more about understanding the emotions and motives behind the information passed, it improves connections between people and aids team work, improve decision making and enhances problem solving information to be adequately passed and understood. Effective communication is the vital engine that propels successful projects and making project work effective and efficient .It also an important tool in promoting social, economic and organizational development.

 

1.1.1        COMMUNICATION MANAGEMENT

This is the systematic planning, implementing, monitoring and revision of all channels of communication within an organization and between organizations. It also includes the organization and dissemination of new communication directives connected with an organization, network or communication technology. Some aspects of communication managements include;

  1. Developing corporate communication strategies.
  2. Designing internal and external communications directives.
  3. Managing the flow of information including online communication.

As a project manager, there must be a contingency approach to communicating with his    employees and communicate on a personal level.

 

1.1.2        PROJECT PERFORMANCE

This is an ongoing overview of the efficiency and importance of a given project. This is an important concept that is used by means of understanding and improving organizational departments and personnel performance so as to enhance output. It shows the how a project is running whether positively or negatively and this shows where necessary adjustment and corrections needed to be made to meet up with project goals and objectives. The main project performance model used is efficiency.

1.2   BRIEF HISTORY OF LAGOS STATE

Lagos State is the commercial capital of Nigeria and its located on 6^35^N and 3^45^ S. its was created on May 27,1967 and its capital is Ikeja. It has a total land mass of 3,475.1km2 or 1,341.7sqm.It is located in the south-western part of the Nigeria and it’s the second most populous state after Kano State and has the largest urban areas in the country.

However, because of the economical and commercial advantages Lagos State possesses, the population is very dense and previous census exercise taken could not actually give an accurate data of the exact and correct population of Lagos State. Hence, past and present administrations have tried their best in initiating and implementing series of projects in order to ease the livelihood and difficulty faced due to the dense population.

Lagos State Government under the governorship of MR. Babatunde Fashola has being initiating ,implementing and executing projects ranging from construction of roads and drainages, construction of school buildings (Eko Project),maintenances of public owned properties like roads ,renovation of bridges and an efficient waste disposal project. Residential estates, public health centres and recreation parks are some other projects that are being executed around the state.

However, in this project research survey the place of effective communication management in efficient and effective project success in Lagos State would be critically analysed. This is very imperative considering the enormous amount of budget allocated towards capital projects within the state every year.

 

 

1.3   STATEMENT OF PROBLEM

The level of technological change with respect t technological change and communication management and its possible outputs on organizational projects in terms of performance, productivity and goals acquisition initiated the need for this research. However, it is pertinent to say that functional and effective communication technology management in carrying out projects in Lagos State plays a vital role in the visible project successes experienced in Lagos State and in general organizational performance.

Therefore, how can the adoption f effective communication technology improve the efficiency of operations and increase prompt and effective project delivery and productivity in Lagos State.

According to Ettu,K.O.(2006),discarding the use of information and communication is one of the many challenges of communication technology management and also the appropriate implementation of such information acquired also constitutes a fundamental challenges in the adoption of effective communication technology for efficient project delivery.

If there is lack of an effective communication flow plan, there would mismanagement and is interpretation of data and that can result to operational breakdown and might result to wastage of fund and no benefits achieved (Adeagbo. A.(2010).,this cannot be tolerated because project are meant to be executed with the best minimal cost and at maximum profit.

1.4      RESEARCH QUESTIONS

In order to achieve the objectives of the research study, the research study would attempt to provide answers to these research questions;

  1. To what extent would effective communication technology have on project efficiency in Lagos State.
  2. To what depth does effective communication technology affect the economic growth of Lagos State.
  3. How does information and communication technology affects project success in Lagos State.
  4. What is the relationship between effective communication technology and public satisfaction in Lagos State.

1.5      RESEARCH HYPOTHESIS

The following null(Ho) and alternative (H1) hypothesis shall be formulated for the purpose of this survey.

  • Ho; There is no significant relationship between effective communication technology management and the public satisfaction in Lagos State

Hi;   there is significant relationship between effective communication technology management and the public satisfaction in Lagos State.

  • Ho; the adoptions of ICT wil not significantly bring about project success in Lagos State.

Hi; the adoption of ICT will significantly bring about project success in Lagos State.

  • Ho; Effective communication technology management would not have a significant impact on project performance in Lagos State.

Hi; Effective communication technology management would have a significant impact on project performance in Lagos State.

  • Ho; The adoption of effective communication technology would have null effect on economic growth in Lagos State.

Hi; The adoption of effective communication technology would have effect on economic growth in Lagos State.

1.6   PURPOSE OF STUDY

The primary objective of the study of this research study is to identify the effect of effective communication technology on projects success in Lagos State. This also required the adoption of communication technology management techniques in executing effective and efficient projects that would maximize profits and minimize cost and bring benefits for the public in Lagos State.

The purposes of this research study are also to;

  • Evaluate the impact of effective communication technology on economic growth of Lagos State.
  • The impacts of effective communication plan in executing projects in Lagos State.
  • Determine the overall public satisfaction or dis satisfaction on projects in Lagos State and what role communication plays in it.

1.7   SIGNIFICANCE OF THE STUDY

This research survey shall reveal and indicate the areas I which effective communication is key in project efficiency and productivity and also highlights the advantages of the adoption in Lagos State. This research has academic relevance as it shall assist in the provision of data needed for the conduct of further research studies and also serves as a model for subsequent research project by academician and non academician for project success.

1.8   SCOPE AND LIMITATIONS OF THE STUDY

The basic premise on which this study is based is that project performance and productivity is a function of the effect of an effective communication technology. This study will concentrate on the adoption of an effective communication management in projects execution in Lagos State and also examine the existing relationship between this adoption and project success and performance in Lagos State.

However, there are some limitations that are likely to be experienced during this research survey. Such problems are usually associated with survey research methodology such as;

  • Financial constraints
  • Time constraints
  • Difficulty in getting hold of vital documents and data
  • Inadequate statistical data
  • Incorporative attitude of some firms to release data.
