AN INVESTIGATION OF THE ROLES OF NATIONAL POVERTY ERADICATION PROGRAMME (NAPEP) IN THE RESOLUTION OF NIGERIA’S SOCIO-ECONOMIC PROBLEMS (LAGOS STATE AS A CASE STUDY)
ABSTRACT
This study was designed based on an investigation of the roles of national poverty eradication programme (napep) in the resolution of nigeria’s socio-economic problems (Lagos state as a case study). The population for the study consists of one hundred and fifty people out of which fifty people was selected for the sample. Information was gathered through the help of structure questionnaire, this was analyzed with chi-square. It was revealed that national poverty eradication programme (NAPEP) should provide job opportunities for the unemployed people.

INTRODUCTION
1.1 Background of the study
According to oxford dictionary give meaning to poverty as “the state of being poor, and also means a lack of something poor quality also Nweke (2002) define as a condition in which the individual are denied or unable to achieve human happiness.
Nigerian needs to pay attention to the socio-economic problem created by poverty are mostly appreciated. Mass poverty is perhaps one of the greatest problems facing this country today. About 70 percent of our people are living below the bread line according to the largest official estimate of human develop index (HDI) published by the federal office of far in excess of the statistic number. With needs for an elaborate research, we lack of vision by our leaders, the rampant corruption and greatness shown by those who have access to government power, the pervasive lack of employment for millions of willing and able bodied Nigerians, the hopeless of distraught youths caught up in the poverty trap and the high level of insecurity.
At a practical level, poverty can be seen as a condition in which the individual is denied or unable to achieve human happiness Nweke (2002). Thus, the individual has no food on the table, no access to clean water, for drinking, no access to good energy, no means of communication, no access to good education, of the suffers constant assaults on his dignity by various agent of tyranny, if he has no access to justice.
Poor export opinion (2000) most Nigerians are poor based on these criteria. This is why Nigerians are unable to achieve much in the country. Everyone is determined by poverty. Poverty tends to Nigeria breeds British survival instincts that are approaching animalistic tendencies.
Thus, in the selfish drive to secure advantage, both and societal values are trample upon and nothing is reserved or respected. This is what partly accounts for the perverseness of violent robberies, fraudulent behavior and inter-ethnic clashes that are very common in our contemporary Nigeria society.
Ours is truly a curious case, potentially, we are one of the richest countries in the world yet we harbor so much poverty as to ranked 13th poorest in the world. Those in government are not ashamed to be running a country that has such a disgraceful image. They flaunt their material possessions without bothering about the total development of the country.
In some case, our leaders see poverty as a project believing that the problem will disappear simply by throwing money to it. Money vote for alleviating poverty is reckless spent, and diverted to the account of those in charge of the program. Unfortunately, many things constitute poverty, include the poverty of mind, so that what is requires is not one tool but a raft of tools.
Several government policies in the past could be said to have been for from addressing the world of the poor, rather most of them worsened the condition of teaming masses of Nigeria. The gap between the rich and the poor in Nigeria is wider now that at any time in our history. Clearly this poses a danger for the future.
The national poverty eradication program (NAPEP) was set up by the past democratic government under the leadership of President Olusegun Obansanjo in response to this unfortunate experience of the past in the area of eradication poverty and socio-economic other, NAPEP has the duty to providing job and housing for Nigerian among other objectives.
The functions of NAPEP are structured to be executed through the three levels of government in Nigeria. This is however the need to find out whether NAPEP program is not going the way other similar ones has gone.
National poverty eradication program (NAPEP) is a 2001 program by the Nigerian government addressing poverty in Nigeria and related issue; it was designed to replace the poverty alleviation program.
Poverty in Nigeria remains significant despite high economic growth. Nigeria has one of the world’s highest economic growth rate (averaging 7.4% over the last decades), a well developed economy and plenty of natural resources such as oil. However, it retains a high level of poverty, with 63% living on less than and 1 per days implying a decline in equality. There have been governmental attempts at poverty alleviation, of which the national poverty eradication programme (NAPEP) and National Poverty Eradication Council (NAPEC) are the most recent ones.
1.2 Statement of the problem
The recognition of the lofty objectives of NAPEP however demands that a major reserved question be raised. This is to what extent can NAPEP contribute to the resolution Nigerian socio-economic problem. Poverty is indeed a global problem. To this effect the United Nations declared 1996 the international year of eradication.
In pursuance of this target, government in both developed and developing countries become increasingly aware of the poverty problem and several development efforts to alleviate poverty therefore have been embarked upon world wide. There is a high incidence of poverty in Nigeria today. especially, the incidence of poverty is very high among the unemployed, the uneducated women and rural dwellers (Gbosi 2004).
In 1980 the poverty level was only 28% but by 1996 it had jumped to 66.6%. Having been mindful of the implication to the economy, the government needs to make concerted effort in order to reduce poverty in order to reduce poverty in the country. This is because high incidence poverty is not good for the health of a developing country like Nigeria. A review of the economic history of Nigeria shows that successive government has expressed concern of the need to alleviate poverty in the country.
1.3 Purpose of the study
The purpose of this study is to access the role of national poverty eradication program in Lagos state in resolving the socio-economic problems in the state. This is in term of
- Finding out the tool for creating employment opportunity in Lagos state
- Examining the factors for improving access to socio-economic infrastructural facilities.
- Reducing anti-social activity and deviant behavior
- Creating an easy and equal access to micro-credit facilities
- Improving the educational standard.
1.4 Research question
i Can NAPEP reduce the unemployment rate in Lagos `state?
- Can NAPEP make health care service affordable to a large percentage of Lagosians?
iii. Can NAPEP improve the water /food shortage and availability among Lagosian?
- Can NAPEP contribute significantly to the reduction of crime rate in Lagos state
- Can NAPEP significantly improve the socio-economic condition of Lagos state citizen?
1.5 Research hypothesis
In the course of this study the following hypothesis were tested.
Ho1: NAPEP will not significantly reduce the rate of an employment in Lagos state.
Ho2: NAPEP will not make health care service affordable to a large percentage of lagosians.
Ho3: NAPEP will not improve the water / food shortage and availability among lagosians.
Ho4: NAPEP contributes significantly to the reduction of crime rate in Lagos.
Ho5: NAPEP will not significantly improve the socio economic condition of Lagos state citizen
1.6 Delimitation and Scope
The scope of study will cover some local government area in Lagos state, and also the research covered the Lagos state as a whole, but the local government area are: Alimosho, Ikeja, Mushin, Surulere to mention because of limited time available for carrying out research and other problems peculiar to Lagos state e.g. transportation problem e.t.c.
Being a program that has lasted for years, I had difficulties in materials done in this area. Also combining this research work with my classroom work was very demanding. Financial constrain to large extent also affect the way this work may have be carried out.
Finally the secondary data used in this work cannot be quantitatively guaranteed by me as they were complied by different bodies. With regards to the primary data, some respondent may not return their questionnaire while some may be damaged in the process.
1.7 Definition of terms
Definition of term serves as the dictionary of the report hence the keywords are arranged alphabetically, and the list is continually uptake until the project is complete and bound.
- Eradication: this means to remove completely or the complete destruction of every trace of something.
- Investigation: This is the act or process of investigating or the condition of being investigated. It also describes the searching inquiry for a certain facts, detailed or careful examination.
- Poverty: It could be defined as a situation where ones income is too low to allow the purchase of goods and service that will satisfy its basic need and when it has no financial recourses kept in the form of accumulated or acquired wealth. It also describe as the state of being poor or lack.
- Problems: This mean matter involving in certainty or difficult question proposed for solution.
- Resolution: This is the solution of a problem.
- Socio-economic: This refers to as pertaining to a combination of social and economic factors.
