CRITICAL ANALYSIS IN THE UTILIZATION OF THE NEW ICT RESOURCES IN THE TEACHING AND LEARNING OF PUBLIC SCHOOL PUPILS
ABSTRACT
This study is on the “critical analysis in the utilization of the new ICT resources in the teaching and learning of public school pupils with reference to Ojo Local Government selected public and private schools to make justification in the utilization of ICT resources. In addition, it is a fact that most of the educational use of ICT resources by student/pupils in Nigeria occurs outside the school day and outside the direction of teachers as a result of either Lack of adequate procurement, provision or accessibility to some attachable facilities that could connect students to the outside world This research therefore reviews the critical analysis and utilization in schools with a view to enhancing learning both inside and outside the classroom Key concepts such as active learning, meta cognition and transfer of learning from teacher to students/pupils via ICTs application Such application emphasizes active pupils participation, and engagement, social learning, continuous feedback of properly and intensively used To achieve this, research methodologies adopted was analytical survey method coupled with chi-square and the researchers experiences Arising from the data collected, analyzed and interpreted, the findings revealed among other things including inadequate training on the use of (CT gadgets, system, connection to LED/WAN, high cost of procurement, irregular disbursement and distribution of facilities Based on highlighted findings, some possible solutions were preferred as recommendations that could assist education stakeholders. The instruments used were structured and well vetted questionnaires which was administered for further information. The results indicated that there were positive effects of the ICT(s) gadgets on Learning if properly used.

1.1 Introduction
Resources are instructional materials that serves as alternative channel of effective communication which teachers utilized in the classroom to concretize a concept during his/her teaching. The new and inclusion of the new ICT(s) resources into the education sector play a significant role in our everyday lives aside from education sector with its inclusion and utilization in everyday human endeavors. We are living in a constantly evolving digital world. ICT has an impact on nearly every aspect of our lives from working to socializing, learning to playing The digital age has transformed the way young people communicate, network, seek help, access information and Learn We must recognize that young people are now online, population and access is through a variety of means such as computers, TV and mobile phones. As technology becomes more and more embedded in our culture, we must provide our Learners learning environment with relevant and contemporary experiences that allow them to successfully engage with technology and prepare them for Life after school.
It is widely recognized that learners are motivated and purposefully engaged in the learning process when concepts and skills are underpinned with technology and sound pedagogy Learning and teaching aims to provide resources being utilized by practitioners, parents and pupils to engage with these technologies in order to inform and enhance the (earning experience. It is glaring in newspaper headlines circulated around the world today tag the present age of ICT as the computer age. Over 96% of human endeavor involves computer support, advancement and at the same time it is also portrayed as superhuman machine be it computer, laptop, table tops, notebook, pods, internet and satellite etc. capable of retaining vast amount of information and instruction process that is credibly intelligent disseminated to pupils and students at different level. The question that is often ask is “Is the newly introduced ICT materials related to dissemination of teaching and [earning for better acquisition of knowledge. Is it adequately used? This question is NO because adequate provision, usage as a result of other factors are not effectively meant. This results into the topic of this research study titled analyzing the utilization of the new ICT resources in teaching and learning. In addition, some ICT materials/resources function can often speak and hold normal conversation and can communicate with other ICT computer over huge distances. This however justifies that some ICT(s) resources that are vocally data based can easily be adopted and inculcate learning to pupils to stimulate their learning moral and if properly utilized.
Therefore, bearing in mind the existing ICT, poor school environments in Nigeria and our local environment, the public school system, developing country and the vastness of ICT capabilities, the question that comes to mind include: Are existence and the use of technologies promoting pupils (earning and teachers teaching instruction? How adequate and effective are these gadget utilized? This is the question that presents the problems of the study. This research studies therefore tries to find out the extent and analyze it utilization by teachers of young pupils in public schools and if they are aware of the existence and the use of technological resources to promote pupils academic instruction and learning specifically, the study tries to find out if any difference exists in the public and private primary schools, pupils awareness to the existing and use of technologies to promote their learning ability.
1.2 Statement of the Problem
Although, a large grant year after year is being devoted at all Levels of educational research stream, purposefully devoted for primary pupils and technological re-awakening and a greater percentage of admission opportunity is given to aspire teachers in our educational institution especially to boost the level of technology development teaching across all professions. But it is highly disheartening that the inclusion of the new technologies of instruction even it teaching at the nursery, primary and secondary Level of education are not properly and effectively used.
An overview of the problem shows that, for pupils to be adequately grow in the tine of modern. technologies and education systems, teachers needs to improve upon their methods that will easily put pupils and students on the path of ICT understanding. The point they intend to put across without any obscurity, in addition, it is glaring that teachers cannot properly show their professional skills in a crowded, shabby and congested classroom, thanks to the contributions of some non-government and governmental bodies that are gradually stabilizing the problem of infrastructures ‘in our public schools. Some of these factors resulted in the dismal failure of the pupils and students and stress for the teachers.
It is a known fact that pupils as a result of uniform made of instruction often pursue inappropriate goals and end up in non-effective cognitive means. Thus, this research work set to
- Pinpoint materials relating to ICTs that could aid earning at the lower level c education (primary)
- To know the effect of ICT use on performance
- Compare the utilization of this resource at public and private schools.
- To analyze the readiness and availability of the ICT(s) gadgets in public schools
1.3 Purpose of the Study
The study was inspired by the desire to endue a relatively new and tong ignored method of teaching and Learning that could act as a substitute for the long tested method that holds no sway for the inquiring into our teaching and teaming pattern and to embrace the utilization of the new ICT resources to effect change in our academic process in our Learners. For this reason, the primary objectives of this study is to produce citizens that wilt have educational aspiration as teachers.
To develop ICT oriented discipline and equip the pupils for Lifetime career that is technological oriented and embellish to the world standard Thus, the study is meant to:
- enable teachers to develop the potentials to think critically in the context of ICT utilization towards effective teaching process.
- Make comparative investigation into the use of ICT- in Learning process.
- Examine the efficiency in the provision of ICTs materials in public primary schools.
1.4 Significance of the Study
Due to advancement in the world of educational system today, these research work will bring to light the problems facing the effective utilization of ICTs, its availability, usefulness, professionalism and distribution of resources per government and ministry of education sectors.
Therefore, the whole of the research works aimed at the utilization of the new ICT resources in the teaching and learning at the public primary and private schools and to benefit the Nigerian populace to get aids from the government, philanthropists and international developed communities to showcase way to the effective utilization of ICTs resources.
1.5 Research Hypotheses
In the process of carrying out the research, the following questions Wilt be raised.
- There will be significant relationship in the new ICT materials/resources for teaching and learning ability.
- There Will be significant relationship fr the uttL4zation of 1CT resources and pupils standard of learning.
- There will be significant relationship between teachers using of ICTs to facilitate teaching and pupils learning abilities.
- There Will be significant relationship in the availability of ICT resources, its utilization and learning performance of Learners.
1.6 Research Question
The following research questions guided this study:
- What are the technological tools that can be used to enhance pupils Learning.
- To what extent are nursery and primary school teachers aware of the use of the existing technological tools for improving and promoting pupils Learning.
- To what extent are the new ICT(s) gadget readily available to pupils at the different subjects apart from computer as a subject.
- What are the impact of government to improve the standard of ICT material/resource availability to schools.
1.7 Delimitation of Study
This research work will be carried out among some selected public and private primary school pupils in Ojo Local Government Area of Lagos State. This implies that the respondents are selected from Ojo Local Government Area of Lagos State.

PROFICIENCY: Able to do something well because of training and practice.
SHABBY: It means poor condition because they have been used a lot.
EFFICIENCY: The relationship between the amount of energy that goes into a machine or an engine and the amount that it produces.
