CHALLENGES OF PUBLIC ADMINISTRATION IN NIGERIA NATION BUILDING (A CASE STUDY OF PRESIDENT MUHAMMADU BUHARI)
ABSTRACT
This study “challenges of public administration in Nigeria nation building” investigates several challenges of public administration’s management, a case study of President Muhammadu Buhari with the intention of revealing some possible solutions in an attempt to improve the management of public administration. The main conclusion of this study is that improving public administration’s management possible if it is based on a coherent strategy, which may take into account the economic social and environmental problems that need to be solved in the near future. The study was carried out using a wide range of sources from the national and international literature, as well as experiences related to the sources concerning the public administration. The findings of this study may be used for further research in the field o improving public administration’s management in Nigeria.

1.1 BACKGROUND OF THE PROBLEM
Public administration is an exit able consequence of the existence of social life and has the roots in the starting points of humanity. Public Administration examines the phenomenon of management, organization and decision making, implementing process, and tries to make sense of and explain political, social, and economics changes.
Public Administration initially emerged as a result of the tendency to specialize in governing the state and its peripheral organization or the administration of international political institution.
Public Administration has started interacting with the public sector in its main areas such as planning and decision making processes organization, administration and human resources managements and has tried to implement management principles similar to those utilized by the private sector.
However it should be noted that this interaction process is continuing and the public sphere weighs heavier than the private one in terms of influences.
Public administration can be considered as a field of action and as a field of study. As a field of action, public administration refers to the machineries and structures through which government polices are implemented.
Administration is considered as a very old and global phenomenon which exists in human group. Administration is heritable in any given situation where pieces of work have to be done, and the piece of work requires the effort of more than one person to accomplish it. We are involved in administration behaviour when we co-operate with other people to accomplish such objectives as erecting a community town hall, constructing and managing schools, universities, hospitals, churches etc. Thus administration exists when ever people cooperate to achieve the goals of the organizations or groups. The achievements require planning, organization, command, co-operation and control.
Administration also be the capacity to co-ordinate and execute demands in an organization so perfectly that they operate as a unit It ca be used to refer to as senior personnel in the executive branch of government e.g. Shagari’s administration, Babangida’s administration.
Public administration is all about governance. Governance does not mean arbitrary exercises of authority, but an exercise according to law, which is independent of personalities and their whims. A good governance has to demonstrate the capacity to usher in decentralization of power that would prevent the sense of alienation among the elected representative. A proper institution for redresser of grievances of the citizens that transparency in administration is among the irreducible minimum numbers of measures that should be undertaken in the context of new order.
Ecology of administration examines all the natural, historical, socio-cultural and religious factors, and other significant national experiences which could here in one way or the other influenced the growth and development of public administration.
In Nigeria, the first influence arouse from British colonialism. This system influenced the growth and development of public administration in Nigeria.
This study tends to access and deal with challenges, havoc, issues of Nigeria public administration in Nigeria growth and development.
Nation building is important to inculcate a feeling of belonging and with it accountability and responsibility behaviour. Efforts must be made to ensure that various cultures are respected and equal citizenship for all guaranteed. This is important because for centuries the dominant discourse aimed to diminish culture/history except that of whites. For example with a divided people living within a single political boundary, it becomes difficult to implement a social contract, especially if it requires some sacrifice for future again. Again using the recent economics crisis as an example. Government provided some fiscal stimulus during this period, but labour did not concede to moderate wages demands and business did not agree to avoid retrenchment at all cost.
Nations are important part of modem society. If we go back into history, we see that the world used to be divided into empires and kingdoms. In the modern period, however, nation states have replaced empires as the basic unit of human political organization.
Nation building is always a dynamic process in constant need of nurturing and re-invention. Nation building never stops and true nation-builder never rest because all the nations are constantly facing up to new challenges.
In Nigeria, however there are some people who represent our national importance by calling us the “Giant of African” This is a creative perspective. In today’s world, skills, industriousness, productivity and competitiveness are the determinant factors of nation greatness.
1.2 STATEMENT OF THE PROBLEM
The main havoc or problem of public administration in Nigeria is basically from the administrative affairs of the government which cannot be denied in present structure of Nigeria.
The Nigeria civil service commission may sue their temporary positions in government to benefit themselves or promote the interest of their jobs.
1.3 PURPOSE OF THE STUDY
The purpose of the study is to critically examine the various challenges that is affecting public administrative in Nigeria and to investigate on preferred solutions to them.
1.4 SIGNIFICANCE OF THE STUDY
The significance of this study tends to focus on the challenges of public administration in Nigeria. The result of this study will provide the means for people in our country not to under estimate the study of public administration.

1.7 SCOPE OF THE STUDY/DELIMINATION
The research study is limited to the administration of President Muhammadu Buhari due to time constraint and financial demand.
1.8 DEFINITION OF TERMS
Administration: It is the capacity to co-operate and execute demands in an organization so perfectly that they operate as unit.
Public administration: This refers to as the act and science of management as applied to the affairs of state.
Civil service: It is the body of permanent officials whose duty is to assist the political executive in formulating governmental policies and implementing them.
Nation building: This refers to the process of constructing or structuring a national identity using the power of the state.
State: It is an organized political community living under a Government.
